The Public Safety Department is responsible for providing police and fire services within the Town of Landis. The department is committed to protecting the lives, property and rights of all residents and visitors within the community through professional law enforcement and fire services by providing 24-hour police and fire protection.

The police department has an authorized strength of 12 full-time, 3 part-time and several reserve officers. The fire department has 9 full-time firefighters as well as several part-time and volunteer members.

Historically two separate departments, the Town of Landis’ Board of Aldermen voted in late 2020 to adopt a combined Public Safety Department model. The two departments are now led by a Director of Public Safety who oversees the daily operations of both services. The Town of Landis is continuing its transition toward a Public Safety Department model, with the goal of having several dual-certified employees within both the police and fire service divisions.

Public Safety Director Lechette

Zachary Lechette, Ph.D.

Public Safety Director, Chief of Police and Fire Services
ADA Coordinator

Dr. Zachary Lechette has served the Town of Landis as Public Safety Director since December of 2020 and was most recently named the town’s ADA Coordinator. Dr. Lechette is a graduate of Nova Southeastern University where he earned his Ph.D. in Criminal Justice and Organizational Management. He holds a MS degree in Criminal Justice from Fayetteville State University and a BA degree in Criminology from the University of North Carolina at Wilmington. Dr. Lechette is also certified as an Advanced Emergency Medical Technician (A-EMT). Prior to joining the Town of Landis, Dr. Lechette served as a Patrol Supervisor for the Gastonia Police Department, a Special Agent for the NC SBI & DMV License and Theft Bureau, a Patrol Officer II for the City of Jacksonville, and as an Advanced EMT for Farmville Rescue & EMS. In 2009, Dr. Lechette joined the NC Army National Guard, 430th (EOD) Ordnance Co., where he served until 2015. Dr. Lechette currently teaches as an Adjunct Professor at Belmont Abby College in Belmont, NC. He is certified as North Carolina General Instructor, CPR Instructor, RADAR/LIDAR Instructor, and SFST Instructor. He also attended and completed the Public Service Leadership Institute through Central Piedmont Community College in 2019. He was awarded his Advanced Law Enforcement Certification from the North Carolina Criminal Justice Education and Training Standards Commission in 2016. Dr. Lechette believes in active community involvement and is a member of the NC Association of Chiefs of Police, International Association of Chiefs of Police, NC Association of Fire Chiefs, and is a UNOS Ambassador. Dr. Lechette is excited for the opportunity to bring the Town of Landis Police and Fire departments together as a cohesive Public Safety Department.

Public Safety Assistant Director Young

Kevin Young

Assistant Public Safety Director

Assistant Public Safety Director Kevin Young has served the Town of Landis since 2008. He was most recently promoted to Assistant Public Safety Director in 2021. Assistant Director Young graduated from South Rowan High School. He became certified as an Emergency Medical Technician and attended Basic Law Enforcement Training through Rowan Cabarrus Community College. Assistant Director Young holds his Advanced Law Enforcement Certificate from the North Carolina Criminal Justice Education and Training Standards Commission. His current certifications include; E.M.T, North Carolina Firefighter I&II, Emergency Vehicle Driver, Driver/Operator, and several other fire and law enforcement certifications. Assistant Director Young has held several positions within the Town of Landis Police Department including Patrol Officer, Patrol Sergeant, K-9 handler and Interim Police Chief. Prior to joining the Town of Landis, Assistant Director Young served as a Patrol Officer for the City of Kannapolis, a Part-time Firefighter with Mount Mitchell Fire Department, and as a firefighter/relief driver with the Kannapolis Fire Department. Assistant Director Young is also a Basic Law Enforcement Instructor with Rowan – Cabarrus Community College. He served his community as a volunteer firefighter with Mount Mitchell Volunteer Fire Department for over twenty years. He also serves on the Praise Team and Security Team at Connect Christian Church. Assistant Director Young is an Eagle Scout and a member of the North Carolina Association of Chiefs of Police.
